1. SMA / Sederajat : Jurusan Ilmu Pengetahuan Alam (IPA); atau
2. SMK : berasal dari jurusan Listrik Arus kuat / Listrik instalasi (bukan arus lemah/elektronika, telekomunikasi, atau listrik industri) & Jurusan Teknik Mesin (Khusus untuk Pembangkitan).
Kelahiran tahun 1991 atau sesudahnya ketika mendaftar

2. Untuk Bidang Pembangkitan : minimum 155 cm
Persyaratan Akademis
Sudah lulus sekolah dengan Rata-rata nilai hasil Ujian Nasional (SKHUN) minimal 7,0 (tujuh koma nol)
Belum pernah menikah (dengan disertai Surat Keterangan dari RT setempat);
Berat badan proporsional terhadap tinggi badan (BMI maksimal 30)
Sehat jasmani dan rohani;
Berbadan sehat dan Tidak buta warna (dengan disertai surat keterangan Sehat dari Dokter);
Tidak berkacamata;
Tidak merokok;
Tidak bertatto dan tidak bertindik;
Tidak terlibat dan tidak pernah terlibat tindakan kriminal (dibuktikan dengan SKCK dari Polri diserahkan pada saat wawancara);

Pemda Tak Satu Suara Soal Moratorium PNS

Kepala Biro Humas dan Protokol Pemprov Bali I Ketut Teneng mengatakan, Gubernur Bali Made Mangku Pastika bersedia menjalankan moratorium PNS. Meskipun Bali tetap menerima CPNS untuk kategori kompetensi khusus, seperti tenaga pendidik dan medis.
"Karena ada imbauan resmi, kita harus ikuti (moratorium PNS)," kata Teneng kepada detikFinance, Selasa (23/8/2011).
Jumlah PNS di Pemprov Bali mencapai sekitar 7 ribu orang. Angka yang dianggap cukup banyak oleh Pemprov Bali. Namun, setiap tahun, jumlah PNS yang pensiun mencapai 300 orang.
Meskipun bersedia menjalankan moratorium PNS, Teneng mengatakan, Pemprov Bali tetap akan menerima CPNS dengan kemampuan tertentu. "Kita tetap selektif menjalankan moratorium itu," katanya.
Pemprov Bali akan tetap menerima CPNS dengan kompetensi khusus, seperti tenaga pendidik dan medis. "Yang memiliki kompetensi khusus, bisa menjadi dasar untuk menerima pegawai baru," kata Teneng.
Ia menambahkan, Pemprov Bali akan menjalankan moratorium PNS untuk kategori pegawai umum. Belanja pegawai Pemprov Bali pada 2011 mencapai Rp 644,9 miliar atau 25,96% dari total belanja daerah Rp 2,483 triliun.
Sementara itu, Pemerintah Kota Denpasar belum bersikap terhadap moratorium PNS. Alasannya, mereka belum menerima surat resmi moratorium PNS tersebut dari pemerintah.
"Kita belum berani bersikap karena belum mendapatkan surat resmi soal moratorium," kata Humas Pemkot Denpasar Rahoela.
Disebutkan, APBD Pemkot Denpasar sekitar Rp 1,18 triliun. Dari jumlah pegawai sebanyak 8.077 orang, anggaran belanja pegawai mencapai 50-53% dari APBD. Pegawai di Pemkot Denpasar, diantaranya pegawai tenaga pendidik sebanyak 3.453 orang, medis 162 orang, pegawai struktural 797 orang, dan pegawai fungsional 132 orang.
Sementara itu Wakil Walikota Bandung Ayi Vivananda menyatakan soal rencana kebijakan moratorium PNS, Pemkot Bandung akan mematuhinya, bahkan secara pribadi, ia mendukung langkah itu.
"Secara pribadi saya setuju moratorium karena mengakibatkan publik hampir tidak mendapat manfaat dari APBD," ujar Ayi dihubungi terpisah.
Menurutnya alokasi APBD Kota Bandung hampir 80% lebih dipergunakan untuk gaji, honor, insentif, biaya sosialisasi, mamin dan perjalanan dinas PNS Kota Bandung baik yang termasuk belanja langsung maupun belanja tidak langsung.
Meski begitu, diakuinya jumlah PNS Kota Bandung di beberapa SKPD seperti pendidikan dan kesehatan masih kurang. "Satpol PP juga kurang," katanya.
Ia meminta pemerintah pusat perlu secara arif menyikapi persoalan moratorium tersebut. "Jangan dipukul rata tetapi tergantung pada kondisi objektif dan kebutuhan masing-masing daerah," katanya.
Apa pun keputusan pemerintah pusat, lanjut Ayi, Pemkot Bandung akan menaatinya.
"SKPD uang memiliki fungsi pelayanan administratif kekurangan personel bisa diatasi dengan peningkatan pemanfaatan teknologi IT dan perampingan struktur, dan prosedur pelayanan," katanya.
Sementara itu Yuli (36), warga Sindanglaya Kota Bandung mengaku setuju dengan kebijakan moratorium PNS. "Kalau bisa pemerintah bikin penilaian kerja, yang enggak produktif, pensiun dini. Ganti dengan tenaga honorer yang kerjanya gesit," katanya.

Anggaran Habis hanya untuk Membayar PNS yang 'Asal Absen dan Duduk'

Jakarta - Jumlah Pegawai Negeri Sipil (PNS) di Indonesia sudah terlalu banyak, bahkan mayoritas PNS saat ini bertipe 'asal absen dan duduk' saja. Apakah kebijakan moratorium PNS sudah tepat?
Pengamat Ekonomi Dradjad Wibowo mengatakan, secara agregat produktivitas PNS di Indonesia sangat rendah. Hanya sedikit yang produktivitasnya tinggi, sehingga kebijakan moratorium tidak signifikan menekan pemborosan anggaran gaji pegawai dalam APBN.
Karena, sumber pemborosan utama anggaran pegawai dalam APBN adalah justru pegawai-pegawai lama. Ada dua jenis pemborosan oleh para PNS lama ini. Pertama menurut Dradjad adalah pemborosan langsung dalam bentuk gaji dan tunjangan yang jumlahnya besaran.
"Ada juga pemborosan tak langsung berupa biaya perjalanan dinas yang direkayasa, tender proyek yang diatur di belakang layar, dan lain-lain," kata Dradjad saat berbincang dengan detikFinance, Rabu (24/8/2011).
Menurut Dradjad, pegawai-pegawai lama lebih lihai juga bermain APBN. Sehingga moratorium atau penghentian sementara perekrutan PNS baru mulai 1 September 2011 sampai Desember 2012 tidak efektif. "Moratorium arahnya hanya kepada pegawai baru yang masih lugu-lugu," sentil Dradjad.
Karena itu, langkah tepat yang harusnya diambil pemerintah adalah program pensiun dini. Program ini memang harus dicoba dengan desain yang benar. Kementerian Keuangan salah satu yang berani mempelopori program pensiun dini ini, akan ada 1.000 pegawai yang berpotensi kena pensiun dini.
"Pensiun dini desainnya harus benar. Jangan sampai menimbulkan moral hazard di mana PNS yang produktif malah terdorong pensiun dini. Atau sebaliknya, yang pensiun dini dianggap tidak mampu atau kalah lobi," tutur Dradjad.
Jika pemerintah salah mendesain pensiun dini ini makan produktivitas PNS di kementerian/lembaga tidak naik dan membaik. Karena itu pensiun dini bakal efektif menekan anggaran pegawai jika dirancang dengan sungguh-sungguh.

Penerimaan CPNS Minahasa Tenggara 2011

Harus diakui, kebijakan moratorium bisa menimbulkan ribuan pencari kerja. Apalagi, lulusan perguruan tinggi dan swasta senantiasa meningkat setiap tahun. Konsekuensinya, mereka tentu akan menyerbu daerah yang masih melakukan perekrutan CPNS, termasuk Mitra,” kata Kepala Badan Kepegawaian Daerah dan Diklat (BKDD) Mitra Phebe Punuindong SH, kemarin (Selasa, 23/8).
Lanjutnya, Pemkab Mitra akan berkonsultasi dengan KemenPan-RB dan BKD Sulut untuk mengantisipasi hal tersebut. Sebab, jika penerimaan CPNS dibanjiri pelamar, otomatis juga akan menelan anggaran yang lebih besar.
Pada tahun lalu, penerimaan CPNS diikuti sekira tiga ribuan pelamar. Kalau tahun ini membludak, maka diperlukan biaya yang lebih besar dalam proses seleksi dan penerimaan nantinya. Hal ini tentunya patut diperhatikan karena anggaran yang tersedia di BKDD Mitra sangat terbatas,” tukas Punuindong.
Punuindong mengungkapkan, ada beberapa solusi yang kemungkinan akan diambil Pemkab Mitra sebagai konsekuensi membludaknya pelamar. Misalnya, pembatasan pelamar sesuai nomor urut, atau kemungkinan merekrut CPNS yang merupakan putra daerah.
Semuanya akan dibahas lebih lanjut. Pastinya, kami tetap berpedoman pada Petunjuk Teknis (Juknis) yang diberikan KemenPan-RB. Solusi lain yang akan ditempuh yaitu transfer PNS dari daerah lain,” jelasnya.
Seperti diberitakan sebelumnya, Pemkab Mitra memastikan tetap merekrut CPNS pada tahun ini. Moratorium tidak berlaku karena belanja pegawai Pemkab Mitra hanya sekira 37 persen dari APBD. Selain itu, Pemkab Mitra masih kekurangan PNS terutama Guru dan tenaga kesehatan.
